10 January 2022 - Parish Council: Councillors
9 councillors were in attendance with apologies from Cllrs Colwell, Driscoll and Ross.  Cllrs Graeme and Oxtoby declared interests in one of the payments.

10 January 2022 - Parish Council: Neighbourhood Plan
Quotations of £2,900 for a Landscape Character Assessment and £650 for a website were accepted.  It is likely there will be proportional costs for Fawkham and Hartley Green Belt assessment, currently £2,200 for both parishes.

The tax base has increased from £2,532 to £2,556 so although the council want to freeze the precept at £53.89 for a band D property, this will yield an extra £1,300 - a total of £137,768.

Payments of £12,200 for January were agreed.  This included £1,850 to dismantle a dangerous ash tree.

The meeting of 5/1/22 agreed to pay KCC Soft Landscape Team £345 to remove diseased ash trees at Woodland Avenue entrance.

(1) Covid - Face masks became mandatory on 16 December, so they had put up notices in the pavilion.  The meeting of 5/1/22 decided not to limit the number of any attendees.  (2) Electricity - Emergency lighting tested an is OK.  The 5 yearly electrical installation report had identified some problems, council to meet contractor to discuss.  (3) Service Maintenance Contract - they accepted quote from Caches Limited of £470 for the coming year.  (4) Conditions of Hire - They recommended and council approved proposal to amend conditions of hire to add clause about hirers bringing their own electrical equipment.  (5) Hire of Pavilion - They decided to charge £9 a week for use of the pavilion to Sevenoaks Council's free wellbeing walks.

(1) Car Park - no quotes received for resurfacing.  (2) Fertiliser and Weed Control - they accepted only quote from Weed Management Limited of £1,182 to do same works as last year. (3) Worm Cast Suppressant - they decided not to bother with this as it hadn't worked in the past.

The Scouts have offered to help find and replace council's missing ground markers.

The committee meeting of 5 January considered the latest Operational Inspection Report.  It had made 18 recommendations for Chantry Avenue, 13 for Longfield Hill and 24 for Woodland Avenue.  Routine Maintenance Contractor asked to look at them.

Sevenoaks had told the committee a dog bin at St John's Lane/Grange Way would be a bad idea as it it too close to properties and will smell.  Smart bin to be installed at Caxton Close car park and smart bin at Church Road/Manor Lane junction to be replaced with standard dog bin.

13 January 2022 - Ebbsfleet Garden City parents sold dream new homes but cannot get children into nearby schools
New school Cherry Orchard Academy heavily oversubscribed, and sibling policy means even pupils living practically next door have not got places.  One family has to send their child to Langafel, a 45 minute round trip twice a day.  A number of comments point out that once again lots of new houses have been built without apparently the necessary services being built at the same time.
