03 March 2022 - Van robber jailed for serious assault in Margate after row over a lighter
Two men jailed for 8½ and 4½ years for a number of offences, including theft of van at Hartley in September 2020.

The committee meeting of 16 February largely dealt with reviewing existing policies.  They said the general reserve was still too high, but won't be after they've spent £50,000 on resurfacing the Manor Field Carpark.  The Platinum Jubilee is likely to overspend its budget.  The full council agreed to apply to Barclays for a corporate crdit card with a limit of £1,000.

Payments for March of £11,200 were agreed.  This included dismantling 4 ash trees at Grange Way (£400)

22 March 2022 - Laredo Western Town in Fawkham, near Longfield is being rebuilt after fire
Following recent fire which destroyed a third of the replica wild west town, the society plans to rebuild.  They have received both cash and wood donations.  They also plan a water tower in case of future fires, because they said the fire brigade had problems with low water pressure in the area.

12 April 2022 - Axing bus service from Bluewater to Longfield will be disaster says Southfleet villagers
KCC plan to axe 48 routes to save money.  These include the 474/5 route from Longfield to Bluewater and the Sunday service on routes 423/489 and the Kent Karrier.  County Councillor in charge and Hartley/New Ash Green councillor claimed KCC has no money for these buses after they've paid for the services they have to provide by law.

Cllr Brazier (KCC) said Kent had received the highest grant of £35m for the Government's Bus Strategy, but it is very specific what it can be spent on.

Payments for April of £19,450 were agreed.  This included £1,038 for Neighbourhood Plan Green Belt Assessment, £3,721 for Neighbourhood Plan Character Assessment (these two items may be covered by grants), £1,039 for propane.

The committee meeting of 30/3/22 heard that Messrs Glovers had agreed their land at Manor Field could be used as a Community Garden, to be maintained by volunteers from Hartley and New Ash Green.  Full council agreed volunteers could use the carpark once a month subject to other users having priority.  They deferred other requests to have water barrels added to the pavilion and the removal of a fence panel to facilitate disabled access.

Warning letters to be sent to holders of 2 uncultivated plots.  Council denied liability for neighbour's boundary fence that blew down.  Council to seek quotations to demolish the remainder of their fence and erect a new one next to the neighbour's fence.

(1) Electrical Safety Report of 21/12/21 found works that needed to be done before certificate could be given.  Council accepted quote of £500 from Harris Building Facilities Management for work.  (2) Council agreed new hiring agreement form based on ACRE precedent agreement.  (3) Quote of £60? from KCC Inspection Services accepted for fire extinguisher (4) Recent Heating repairs cost £336.  (5) They agreed for letting for 50th birthday party subject to conditions, they also agreed pavilion could be used as meeting place for Ukranian refugees if needed.  (6) Cricket club told normal use of pavilion could resume, provided it was well ventilated.

(1) Scouts have offered to replace missing tree markers in Gorse Wood.  (2) They agreed to reappoint Duramen Consulting for tree risk assessments, provided quote is not more than 10% above present costs.  They said inspections required every 18 months, including at least 1 in 3 in autumn.  (3) Trees at Billings Hill Shaw next to Grange Way footpath suffering from Ash dieback.  Cost £400 to remove 4 trees.  (4) Owner of Oaklands, Gorsewood Road raised concerns about tree at boundary in Gorse Wood.  Council agreed to pay £400 to make safe, although tree surgeon said it wasn't very urgent.  (5) Fallen tree and overhanging trees reported at Caxton Close.  Council to investigate.  (6) They decided to buy an additional fruit tree to go with the 6 already donated by Woodlands Garden Centre, to be planted in a circle at Billings Hill Shaw to celebrate the Platinum Jubilee.  Quotations to be sought for a plaque.

Quotes to be obtained to cut back vegetation inside Woodland Avenue playground, and to fill in holes for former fence posts by youth shelter.  They agreed to move the goal posts at Woodland Avenue to where the ground is less worn.  They decided not to bother with load testing them, which had been recommended by the playground inspector.

Council agreed to progress Cllr Perry Cole's suggestion to locate a Christmas tree here with lights powered from streetlights.  The idea is to hold a carol service.  A resident of Hoselands View raised concerns about health of trees at the green.
