Parish Council Report 9 March 2009
(1) Amenities (5.3.09)

(a) Cricket - they agreed to pay Sencio £315 to remove worms at Manor Field and Longfield Hill.
(b) Manor Field - (i) Meter Cupboard - the landowner has agreed to an easement to allow cables to run over their land to the pavilion; (ii) Trim Trail - they are in favour in principle
(c) Hartley Wood - complaints about motorcycles and sewage leakage at Beechlands Close end of the wood. Also public questions about this at the meeting. They await response from Thames Water.
(d) Billings Hill Shaw - (i) 2 local residents were in favour of a gate to the footpath to Stocks Hill and 1 against, citing anti-social behaviour and dog fouling. The council decided to proceed only on the chairman's casting vote; (ii) bench - as noone had offered to pay for one, the council will pay themselves - £464 to buy and install.
(e) Foxborough Wood - council still researching boundaries to their land there.

(2) Burial Ground (3.3.09)

(a) All Saints' Church - they met the new rector and PCC representatives, who explained the proposed disabled access.
(b) Fees - they recommended increasing most fees by £5 (4-11%)
(c) Carpark - Above the Canopy to be paid £638 to reduce leylandii by 20 feet.
(d) Burial Ground - resurfacing of path to be deferred.
(e) New Burial Ground - they have to do a risk assessment because of the proximiity to the water aquifer. They recommended accepting the quote of £2,100 from Cemetery Development Services Ltd, claiming the cheaper quote (by £620) hadn't experience of burial grounds, although they deal regularly with the Environment Agency. They also felt there was a "successful outcome" if they chose Cemetery Development Services.

(3) Communications

(a) Annual report - quotation from Ash Printing and Setting for £550 to print and deliver accepted.
(b) Additional powers for parish council to spend money - they have prepared a draft statement of community engagement.

(4) Highways (26.2.09)

(a) Northfield - complaints received about flooding from surface runoff into Church Road.
(b) Springcroft Flooding - KCC to be asked to consider alternative solutions to the problem.
(c) Ash Road - request to be made for more visits of the speed cameras.
(d) Quakers Close - request for Salt Bin to KCC.
(e) Village Shops sign - there was a request for this but councillors turned it down because it couldn't point to them all.
