4. Amenities and Open Spaces

The minutes of the meeting of 24 September were agreed 8-0. It discussed:
(a) Manor Field - (i) the cricket club has applied for planning permission to install a base for practice nets; (ii) Longfield Tigers Football Club to be offered use of a training pitch during building works at Longfield Academy; (iii) Fees to be £350 per team for use of senior pitch and £300 for junior pitch (agreed by full council 7-0)
(b) Allotments - they propose altering the way rents are charged to 0.12p per square metre + 2% inflation + 33% surcharge. approved by full council 8-0. They have also served notice to cancel agreement on two plots that aren't being used. Mrs Hoad and Cllr Oxtoby said the holders had been written to before. Cllr Sewell said it was only fair when they have a waiting list. agreed by full council 7-0 Council also agreed 7-0 to take a 99 year lease of the allotments from Sevenoaks Council. Cllr Oxtoby said it would save the £200 pa rent they now pay. Some concerns were raised by Cllr Graeme about the development clause in favour of SDC.
(c) Hartley Wood - they have dropped the idea of a motorcycle barrier after KCC told them they would be vulnerable to legal challenge from the owner of the land they proposed to put it on. approved by full council 7-0
(d) Gorse Wood - a neighbour has asked them to pollard trees on council land. They decided to seek expert opinion.
(e) Playgrounds - (i) the annual inpsection revealed a medium risk of algae at Longfield Hill. (ii) There had been an accident on the slide at Woodland Avenue on September 20th, due to packing tape being stuck to the chute. Insurers informed.
(f) Hoselands Green - they decided to accept quote of £750 + vat from Austin Treework to cut back overhanging trees.
(g) Hartley Wood - they decided there was no point in putting bylaws on their plots of land as they were unenforcable.

5. Burial Ground
Minutes of meeting of 29 September approved 8-0. Mostly it dealt with routine matters. The committee were concerned that the rules banning anything but flowers on a plinth in the garden of remembrance were not being observed.

7. Northfield (18 September 2009)
Meeting heard that Ash Parish Council had rescinded their opposition to a soakaway to prevent flooding in Church Road, so long as the parishes do not pay maintenance costs. They are concerned about the spread of clover on the field, and rejected a request to ban horses 24 hours after worming on veterinary advice.

8. Payments
Payments of £11.330 for October were agreed.
