Hartley Parish Council Meeting 13 February 2012
1. Present
10 councillors were present with apologies from councillors Alford, Cole and Fernley. Also present were the clerk, Cllr Brazier (KCC) and 3 members of the public.

2. Interests
(a) Cllr Graeme (payments and grass cutting as employee of KCC)
(b) Cllr Abraham (payments).

3. Minutes of meeting of 9 January 2012
Agreed.

4. Amenities and Open Spaces
The meeting of 24 January 2012 discussed the following:

(a) Football - they refused a request from Bean Parish Council to use Manor Field after Hartley De Sales FC said they rather they didn't use it.

(b) Grass cutting - they went with the cheapest quotes for the 2012-14 contracts. (i) 2 weekly cutting of open spaces - Landscape Services (£2,670) and (ii) Longfield Hill and Manor Field - JB Westwood (£2,793)

(c) Allotments - (i) They plan to take 99 year lease from Sevenoaks District Council but don't like clause requiring permission to cut trees. (ii) One holder to be evicted for non payment of rent; another 3 have been written to about the state of their plots.

(d) Playgrounds - (i) They are looking at how to fund a new roundabout at Woodland Avenue. (ii) They will remove football nets put up by locals at Woodland Avenue. Playground inspector said they could install their own safer nets but council chose not to.

(e) Trees - (i) they have written to KCC about 2 cherry trees by Gorsewood Road to underpass footpath. (ii) Trees by Pippins, Gorsewood Road said by consultant to be OK.

(f) Rectory Meadow - (i) Sewage leak reported. (ii) Fallen tree on footpath cut up.

(g) Noticeboards - they decided to replace the one at Hoselands Green at a cost of £285.

5. Burial Grounds
The meeting of 9 January 2012 discussed:

(a) Grass cutting and general maintenance - they decided to reappoint current contractor TD Munday for 2012-14 at £3,389 although it wasn't the cheapest quote.

(b) Manor Field Carpark - fees for use for weddings and funerals to be increased by 20% to £30. Church can continue to use carpark free of charge for occasional services.

(c) Repairs - shed roof and wind damaged fence with Hartley Court to be repaired.

(d) All Saints' Churchyard - council wishes to put up tablet for reinterred remains following archaeological excavation.

7. Standing Orders
The meeting of 11 January 2012 proposed a standing order that would require a 2/3rds vote in favour to change any.
