Hartley Parish Council Meetings 2016

11 January 2016

4. Adjournment

County Council - Cllr Brazier reported on the recommissioning process for youth services.  He said a "pitiful" sum has been allocated - £100,000 for the whole of Sevenoaks.  He said he didn't want a repeat of 2011 when a company with little experience was appointed.  He also went to a meeting about Operation Stack.  As well as a new lorry park, they will take more enforcement action against anti-socially parked lorries.

Sevenoaks Council - Cllr Abraham said they had incorprated a trading company "Quercus 7 Limited" (Quercus is Latin for oak).  Cllr Kelly said the owners of the New Ash Green shopping centre had been told to repair the awning. .

Village Hall - Dr Roberts asked why they are paying rent to Kent County Council when they could have the parish office in the parish hall for free?  Cllr Oxtoby thought it wasn't practicable in a social venue but they may need to think again if the library closes.

6. Parish Office

Council has finally agreed annual rent with Kent County Council for period March 2011 - March 2016 at £2,250 - an increase of £750 pa.

7. Payments

Payments for January of £7,113 were agreed.

8. Mrs Hoad

This was the last meeting for the clerk Mrs Hoad who is leaving the job after 18 years. Cllr Mrs Oxtoby thanked Mrs Hoad on behalf of the council saying they "shall really miss you". Applause

4. Adjournment

(a) Sevenoaks Council - Cllr Kelly gave an update on recycling, Cllr Abraham said he was attending a Housing for Heroes launch at Parliament.
(b) Northfield - Dr Roberts asked why the committee has amassed £30,000 in its bank account, she reminded the council that the District Auditor in the past had said they shouldn't keep excessive funds. Cllr Oxtoby said they might spend some on a trim trail.
(c) Ash Road / Church Road Shopping Parade - Cllr Mrs Rogers raised concerns about the state of the wall there.

5. Personnel Committee

The meeting of 20 January 3 February concerned the appointment of Mrs Michelle Rumble as the new clerk with increased hours of 37 per week. They also agreed to increase the assistant clerk's hours from 24 to 28 per week. In a question Mr Mayer asked whether they had considered joint working arrangements with other parishes, but was told the increased hours were necessary.

6. Amenities and Open Spaces

The meeting of 20 January 2016 discussed the following:

(a)Playgrounds - council agreed 10-0 with 1 abstention to recommendation to buy two self closing gates at Woodland Avenue and Chantry Avenue at a cost o £2,253. There were some concerns about the cost, but the committee said the gates are always referred to on risk assessments and currently dogs get in.

(b) Grass cutting 2016-2018 - they agreed to Landscape Services quotations of £4,014 for open spaces and amenity land, and £2,923 for recreation grounds at Manor Field and Longfield Hill, up £75 from 2014-16. They also went with quotation of £1324 from Weed Management Ltd for herbicide, fertilizer, worm and moss control at Manor Field.

(c) Manor Field - council agreed 10-0 with 1 abstention to allow a marquee to be set up by a wedding in September. Cllr Burns asked how big it would be, but no-one knew. Cllr Sewell said modern marquees aren't usually any problem. They did agree 11-0 with Cllr Alford's proposal to ask for a £200 deposit. The council to charge £100 for permission with conditions they get permissions for consumption of alcohol and leave by midnight.

They also agreed to spend £1,514 to replace underground metal pipes with plastic as advised. However at the meeting Cllr Burchell said that given the age of the work, it is likely to be already plastic. So they decided to take no action until this can be confirmed.

(d) Longfield Hill - UK Power Networks substation works complete. There are legal problems regarding the deed of easement for Network Rail as it has to be signed by their lessees Meopham Cricket Club and two of the named people were no longer trustees.

(e) Gorse Wood - Cllr Oxtoby said rubbish clearance had been done.

7. Northfield

The meeting of 25 January 2016 discussed the following:

(a) Finance - they had received £3,976 from the set aside farmland scheme and authorised payments of £1,433 including 2015 Grass Cutting (£963), weekly visual inspections (£220), repair chestnut paling fence on Ash Road (£50), clear tent and rubbish in Barnett's Wood (£50), empty dog bins (£78).

(b) Barnetts Wood - on 30 November they found 6 trees cut down and a camp created with a tent, food cans and travel rug, but no signs of alcohol or drugs.

(c) Allotments - they turned down a request for vehicular access to the allotments, because they don't want additional access to Northfield with the attendant risks.

Payments for February of £4,798 were agreed.

14 March 2016

4. Adjournment

(a) Soft lands grass cutting - Cllr Brazier said the county council is going to ask parishes and districts if they would like to take over cutting grass verges, as some want to.  While the overall aim is to save money, they would pay the other councils to do it.

(b) Thames Crossing - Cllr Brazier said while technically Option A (another Dartford crossing) is a possibility "those in the trade" know if won't happen.  While there are concerns Option C (East of Gravesend) is goiing through the last unspoiled countryside, it is the only option.  He said removing the toll booths at Dartford has not had much of an effect.  Option C is planned to take 15% of the A2 traffic.  He said KCC is in favour but want the links between the M20 and A2 improved.  Mr Mayer asked whether Option C would make the Boris Island Airport possible as the consultation referred to the proposed link.  He said it was never going to happen because it would be fantastically expensive.

(c) Sevenoaks Council - Cllr Abraham said the council tax increase this year would be 2.6%.

5. Personnel Committee

Following the recruitment exercise, the successful candidate has withdrawn, so they offered it to one of the other candidates, the assistant clerk Helen Gilder. They will appoint a temporary assistant clerk and advertise for a permanent post.

The meeting of 17 February 2016 was largely a technical one, to review various financial policies:

The meeting of 24 February 2016 discussed the following:

(a) Website - they will remove old news items.

(b) Wellfield - Kent County Council have rejected the council's request for double yellow lines by the junction with Ash Road.

(c) Family Fun Days - they will pay Playplace for fun days on 1 June and in August, June event to include circus skills. Total costs £1,189.

(d) Emergency Plan - draft to be circulated to committee.

8. Burial Grounds

The meeting of 8 March 2016 discussed the following:

(a) Grass cutting and burial grounds maintenance 2016/18 - council agreed 10-0 to accept T D Munday's quote of £4,399 for grass cutting and maintenance at the various cemeteries and Hartley Green, although the individual quotes from Landscape Services were cheaper for Grounds maintenance and grass cutting at Haqrtley Green.

>(b) New burial ground - they decided on a lychgate rather than gates and as the cost will exceed £3,000 are inviting quotes.

(c) Burial Ground - design of a new memorial rejected because it wasn't a monolith, another grave owner told to remove trinkets. One garden of remembrance plaque erected out of chronological order. Council to investigate with undertaker.

9. Northfield

The meeting of 2 March 2016 discussed the following:

(a) Invoices - of £300 were approved including £170 for weekly inspections and £130 for hedge cutting at Caling Croft.

(b) Family Fun Day - they agreed to pay Playplace £432 for a fun day in the summer.

(c) Barnetts Wood - damage to trees will cost £230 to recify.

(d) Horse Riding - route to open 2 April.

10. Lunch club

The Community Warden has requested the council run a lunch club as she can get funding from the Kent Fire and Rescue Community Safety Team, and the County Councillor has offered money from his fund for kitchen equipment. The Community Warden thinks she can get volunteers to drive people to the hall, but needs to know by 1 April.

From the public Dr Roberts asked a number of questions based on her knowledge of how such clubs work in Longfield and New Ash Green. The council admitted they had not considered them. There was some discussion of the proposal and many concerns were raised - employment law if they directly employ a cook, CRB checks for volunteers, necessity of deducting tax at source from contractors. It was mentioned that other alternatives exist - the Thursday Pop In at the Church Centre, the Wellfield Lounge, bus service to Age Concern lunches at West Kingsdown. The Country Club was suggested as a venue, but it was said some of the potential customers might feel uncomfortable going there. They decided it was too much of an administrative nightmare to run themselves, but agreed to support the Community Warden if she wanted to go ahead, and might consider a grant towards it.

11. Payments

Payments for March of £8,945 were agreed, including £578 for the cost of May's parish council elections.

(a) Overnight Parking - Cllr Burchell asked why can't Kent ban inappropriate overnight parking? He was told they would need to pass local by-laws to do this, but they would have to consider issues such as drivers' hours and lack of facilities.

(b)Street Signs - Mr Senneck said the Clean for the Queen team had cleaned them but who was ordinarily repsonsible?

5. Amenities and Open Spaces

The meeting of 22 March 2016 discussed the following:

(a) Cricket - fees for New Ash Green and Hartley CC to use Manor Field to be increased by £50 to £1,120 for the 2016 season. At the request of the club they agreed to move the vertical roof support in the container, and that the club can erect a sign at the entrance saying "The home of New Ash Green and Hartley Cricket Club".

(b) Playgrounds - the quarterly inspection had 17 recommendations, they decided to take action on 8 and monitor on the other 9. Vandals who damaged fence at Woodland Avenue have been apprehended by the police, they say the council could meet the perpetrators and their parents, or they could ask the perpetrators to pay for the repairs. The council opted for the latter and asked for £50.

9 May 2016

(a) Horse Riding at Northfield - Dr Roberts asked how many had signed up this year? Cllr Oxtoby said she thought it was 15-20. Dr Roberts noted the numbers were down and wondered if it was due to increased traffic in Church Road - had the council considered an entrance from Ash Road? Cllr Oxtoby said the problem would be that they would need extra padlocked gates. Dr Roberts said it would be nice if the council allowed the Hartley Bottom Riding School to use it free of charge as they are a voluntary body who cannot afford the licenses.

6. Amenities and Open Spaces

The meeting of 4 May 2016 discussed the following:

(a) Football at Manor Field: Club said there were problems with the blue markings on pitch, council to investigate.  Club also said pitch needed cutting after October, council told them to tell them when a cut might be needed.

(b) Manor Field Pavilion: council to repair slabs in steps up to the pavilion after being informed by the cricket club that they were cracked. Council agreed to reverse vote at January meeting to upgrade the calor gas pipework. Cllr Sewell said they should record a vote of thanks to Cllr Burchell for telling them they didn't need to do this (it turned out the requirement to replace underground metal pipes only applied to commercial premises).

(c) Cherry Trees - resident has asked them to provide a bench by the bus stop, council defer decision until they get the landowner's permission.

(d) Hartley Wood - cherry tree at entrance is leaning over property and power line. Council thinks the county council own the land, KCC not so sure.

(e) Litter Bins - a resident has called for more bins, council want to raise awareness with schools first.

(f) Chantry Avenue - council to set up working group to look at the refurbishment of the play equipment there and also possibly at Longfield Hill.

7. Finance

The committee of 4 May mainly dealt with various policy documents. They did also agree to donate £100 to Citizens' Advice Sevenoaks who run a centre at New Ash Green. They said they have helped 63 people in Hartley.

13 May 2016 (Annual Parish Meeting)

1. Present

Cllr Oxtoby (chairman), Abraham, Alford, Bennett, Burchell, Graeme, Ramsay, Sewell, Tremain, Vesey; Cllr Kelley (Sevenoaks District Council), Mrs Gilder (clerk), various speakers and 33 members of the public.

1. Jo Hankey (Hospital Carer Support Worker)

She spoke about the work of the Carer support volunteers, for example helping them get the financial support they are entitled to. She stressed that there is a good community spirit amongst them. She said the majority of carers they help are from Hartley. When people raised later on the difficulties of getting a GP appointment, she said that if you are a registered carer with the surgery you are not tied to the 8.30am deadline for same day appointments.

2. Peter Jones (PCSO)

He said he had only just taken over the Hartley and Hodsoll Street ward just before Christmas, having previously served 8 years in Swanley Town Centre. There is quite a difference between the two areas as Hartley is a low crime and anti-social behaviour area. His main role is to deal with anti-social behaviour; recently he has had to issue warnings to some in the Bramblefield area, which has worked up to a point. He said PCs don't have specific areas any more but PCSOs still do, however he may be called away to help in other areas too. Local police for Sevenoaks district are mostly based in Swanley and that is his office too. To questions from the audience he mentioned they have been sending warning leaflets to neighbours of victims of burglary in New Ash Green, because many had been unaware before. He was asked about speeding, he said he has not been trained on that because it is not usually a problem in Swanley Town Centre. People in the audience mentioned recent speed traps in Ash Road and Church Road. It was claimed one car had been clocked at 94 mph on Ash Road, but Cllr Abraham said that was an error caused by two cars passing each other and the two speeds being added.

3. Jackie West, Community Warden

She gave an update on the work she has done in the last year. This included visiting repeat victims of scams, Sevenoaks and Tunbridge Wells Community Warden events, training dementia friends, and reassurance visits to vulnerable people.

4. Gareth Johnson, MP

He said he wouldn't talk about Europe as he is sure everyone will be fed up with the issue come 23rd June. He did say he thinks his party worries too much about the issue, and not other issues which people are more concerned about. He noted that Dartford Constituency has the lowest time (16 days) for a house to be on the market before it is sold and that there is a lot of migration to the area from London. He mentioned the Thames Crossing and said Dartford cannot cope with the traffic now, so he supports option C, the Lower Thames Crossing, but this will take years to build.

Mr Glander asked about the pressure on local services, in particular health, even before the Ebbsfleet Garden City is built. He replied Ebbsfleet has got a new primary school opening in September and authorisation for 13 GPs. He said the government has launched a training programme for GPs but it takes 7 years to train one. The hospital has expanded the range of services to include for example breast cancer treatment. They have the land to expand but not the investment at present. He said George Osborne had invested a lot of his reputation in the success of Ebbsfleet. He was also asked about the forthcoming boundary review. He said population changes means that Dartford Borough can now be a constituency in its own right, but Gravesend will need to add more areas to make up the numbers. However there are other options too. Kent has more authorities than constituencies, so a large area of Sevenoaks is in Tonbridge constituency for example.

5 Anne Oxtoby, Chairman

Rather than speak for a long time, she referred people to the printed annual report. She thanked councillors and Julie Hoad, the clerk who left in the last year, Cllr Oxtoby said Mrs Hoad was present tonight to see they did things properly! She said they were pleased that former assistant clerk Mrs Gilder is now the clerk.

6 Brian Ramsay, Finance

He referred to the accounts in the report for details. He said they had plans to spend money on the new burial ground and Chantry Avenue playground. He said the council hasn't had to advertise any contracts EU wide (unlikely in the case of a parish council, given value thresholds). Mr Mayer asked about the General Reserve which had risen in 6 years from £66,000 to £144,000, he thought the council had agreed last year that this should be £70-80,000. Cllr Ramsay agreed the reserves were too high and referred to the spending plans. Mr Mayer said there was an additional reserve for new burial ground capital spending.

7 Sevenoaks Council

Cllr Abraham said it had been a good year. He said the council is now self sufficient due to a number of land deals. He also mentioned a couple of chief officers are leaving soon. Cllr Kelly said he cannot get the Age Concern Bus to take people to the New Ash Green luncheon club. If people can get there, he said there were about 10 vacancies. The reason the bus cannot call is that due to other commitments, it means the lunch club coincides with the driver's lunch break.

8 General Questions

Mr Gibbons asked for people to stop parking cars on pavements as it was causing difficulties for those with sight loss. Other members of the audience mentioned Hartley Garage, and Hartley Village Hall in connection with pavement parking. People also raised problems with parking in Woodland Avenue, which was making things difficult for buses; and at the corner of Wellfield and Ash Road. Cllr Oxtoby said tried and failed in the case of Wellfield, because of the accident statistics. She did say it is unlikely to be enforced even if something were done.

Mrs Mayer asked whether the council could remove the wall at the Village Hall, to provide more parking. Cllr Oxtoby said they had asked about this but was told the levels are wrong.

11 July 2016

Library: Parish Office
The council has been invoiced £4,600 for back rent. They are still discussing renewing the lease. Kent County Council say they will grant a 5 year lease with no right of renewal.

Council accept only quote for routine maintenance for 2016/17 of £9,000 from Mr Munday (up £500)

Invoices of £9,211 were agreed for June including £528 for Calor Gas.

Council agreed to look at moving current account to Unity Bank because their current bank had said they were reducing depositor protection

Council agreed 7 votes to 1 to spend up to £20,000 on improvements to Chantry Avenue playground and possibly Longfield Hill. Councillors were divided on the issue of Longfield Hill, Cllr Burns said she thought no-one from Hartley used it, but Cllr Burchell thought it would be morally wrong not to do so, when the council had got a £3,000 from Network Rail in respect of works there. Cllr Alford said the playground should be in Longfield parish.

Parish Council: Newsletter
The council has written to the distributor to tell them not to insert their newsletter inside other publications.

Parish Council: Staff
The Assistant Clerk is to be enrolled in the local government pension scheme.

Post Office:
Council were informed about proposed new opening hours of 8-7.30 Mon - Sat and 8-4 Sunday. Mr Nagra attended to answer councillor's questions. He said the branch would be remodelled with counters and screens. Councillors were in principle in favour but expressed concerns about security, as it was claimed a recent incident had taken the police 3 hours to arrive.

Waiting restrictions at Waitrose has led to more commuter parking here. The earlier double yellow lines help, but have pushed the problem further down the road. Council to request KCC for a review of yellow lines

Parish council to write to Kent County Council about dangerous parking on bend at Ash Road junction.

Council report potholes at both junctions.

There are still complaints about parking at the junction with Ash Road. Kent County Council say this was not responsible for any of the 3 accidents there, so they cannot bring in parking restrictions there.

Council accept quote from Peter Mitchell Associates of £593 to saftey test memorials. It wasn't the cheapest quote but the council preferred it because they are based nearer Hartley. They await a faculty from the Diocese of Rochester.

Council to discuss further the quote of £10,700 for new lych gate from Jade Construction, and to get references from their customers. Council unhappy that over half of the plants in the new hedge had died, and demanded they be replaced free of charge. Contractor replied the council had not employed him to maintain them but he would replace them at cost (£265 for 64 plants). Council agree and also decide to discuss maintenance with contractor.

Council agree to install more cabinets and shelving and to review what needs to be kept.

Litter:
Sevenoaks council tell them there are 17 litter bins in the parish and they would install and empty extra bins where needed. Council to check if all the bins are still there.

Council to get quote to get a recently dead tree removed

Open Spaces: Gorsewood
Request received to cut back council's overhanging trees at Spindles, Gorsewood Road. Council tell them to cut the trees back themselves (council had reduced crown of hornbeams there by 50% in 2004).

Open Spaces: Hartley Wood
There is a cherry tree leaning across a property boundary and power line. The Parish Council and Kent County Council can't agree whose land it is on. Cllr Brazier of KCC suggested they go halves. Council accept quote of £425 to fell the tree using a cherry picker, and will invoice KCC for half of that.

Open Spaces: Longfield Hill Ground
After incident of cold showers, council confirmed the timer on the boiler was correct.

Council agree to draft wayleave agreement with South Eastern Power Networks Limited. They heard that the pole is actually already in place.

Cricket club has approved the easement deed with Network Rail for them to have access to the embankment

The council had no quotations to cut grass there, so they asked the North West Kent Countryside Partnership if they would do it. Council agreed quotation of £220 per day for what would be 1 day's work unless the grass were wet.

Open Spaces: Woodland Avenue
Complaint received that council's trees are cutting out light to neighbouring bungalow. Council tell them to cut the trees back themselves and come back to them if they want to employ a tree surgeon to reduce their height.

Jane Burns is moving from Hartley and has tendered her resignation. The council thanked her for all her hard work in 13 years as a councillor

Roads: Larksfield
Complaint received about parking at Allotments making it difficult for delivery vans and emergency vehicles. Council will put note in letter but don't want to take any other action
