8 January 2015

4. Adjournment

Boundary Review - Cllr Oxtoby asked Cllr Brazier about the Kent County Council boundary review. He replied that although the number of electors per councillor had risen from 14,000 to 17,000 since the last review in 1997, it is proposed that the number of councillors will fall from 84 to 81. Sevenoaks area may lose one councillor and Mrs Coles seat in Dartford may become safer for the Conservatives. Parties look for their own advantage in reviews.

Village Design Statement - Dr Cramp raised concerns that Sevenoaks council did not mention that they had considered the Village Design Statement in recent planning decisions. Cllr Ramsay confirmed that it should be a supplementary planning document. Dr Cramp also raised concerns about local history material if the library service is outsourced.

Hoselands Hill Bench - Mr Mayer asked if there had been any progress on this as it had been going on for years now. Mrs Oxtoby said they weren't sure who owned it.

Ash Road Parking - Cllr Ramsay said one of the bollards at the Post Office has been knocked down. Cllr Brazier said he would look into it.

5. Amenities and Open Spaces

The meeting of 11 December discussed the following:

(a) Football - painting of the goalposts suggested in the October report will be delayed until the spring.

(b) Manor Field and Pavilion - quotations to be invited for redecoration of the hall and for the water heater in the showers, also for fertiliser, herbicide and sulphate of iron treatment of the ground. They have had to make an additional grass cut at a cost of £50.

(c) Gorse Wood - North West Countryside Partnership volunteers to attend on 1st and 8th April to undertake works.

6. Finance

The meeting of 17 December discussed the following:

(a) Financial Procedures - following Cllr Vesey's review, the council agreed 10-0 to change bank account to an internet one run by Unity Bank. Some questions were asked about signatories (replaced by access codes, number of "signatories" depends on level of payment) and cash (can still be paid in at the Post Office). They also agreed to set up a risk register.

(b) Potential liabilities - councillors were advised there were outstanding issues relating to the parish office lease and rent, and also pension liabilities if the council left the Local Government Pension Scheme.

(c) Precept - council budget to increase in 2015/16 from £130,500 to £131,652, but because the council tax base on which the precept is calculated has increased, the band D council tax will remain at £53.14.

(d) Round Ash Preschool - they have asked the council for a grant to replace a "dilapidated" portacabin. Council in favour of a grant but not yet. Cllr Vesey said it was a worthy cause but they have no business case drafted yet. She said they required £75,000. Cllr Oxtoby thanked Cllr Vesey for her work so far.

9 February 2015

4. Adjournment

(a) Sevenoaks Council - Cllr Ramsay said that they had managed a small surplus thanks to asset sales. They have bought a working men's club in Swanley, where they hope to use with other land they own there to build flats and shops.

5. Finance

The meeting of 21 January discussed the following:

(a) Financial regulations - the council approved new regulations. These were based on the draft from the National Association of Local Councils, but the council deleted the following provisions: (i) for committees to submit 3 year forward planning of revenues and payments; (ii) for the council not to delegate decisions on large expenditure if it is within the committee's budget; (iii) for the clerk to report on why significant variances have occurred in the budget; (iv) provisions about corporate credit cards; (v) for a copy of bank statement to be sent to the chairman as well as the clerk.

(b) Reserves Policy - they agreed a new reserves policy: Earmarked reserves for specific projects will be administered by the relevant committee and the clerk will report on each year. As for unrestricted "general reserves" they agreed that a "prudent level of general reserves to be no more than 6 months or 50% of its annual expenditure", minimum to be enough to pay staff for 3 months.

6. General Purposes

The meeting of 19 November 2014 discussed the following:

(a) Parish Office Lease - Kent County Council want an increase in rent to £2,450 pa backdated to 2011. Council to refer matter to their solicitord.

(b) Photocopier - the contract with Kent County Supplies is due for renewal. They are happy with the current service so they agreed 9-0 to enter into new 5 year contract at £179.15 per quarter with a per copy cost of 0.37p per black and white copy and 3.4p per colour copy.

(c) Newsletter - they decided to carry on printing it in colour and to ask residents if they would like pdf copies in future.

(d) Buses - following correspondence the council are campaigning for a bus stop in Woodland Avenue.

(e) Highways - council supports Wingham Council's suggestion for parish councils to be statutory consultees on vehicle operator licence applications.

(f) Youth - the council agreed to spend £1,994 with Playspace to offer 30 x weekly youth sessions from April to October at Woodland Avenue. CXK are providing sessions at Woodland Avenue on Tuesdays from 3.30pm to 6pm. In the winter this was relocated to the WI Hall but this was not popular. The Social Club was more popular in the past, but they are not keen on hosting again. Sevenoaks have offered to host 2 family fun days in July and August at Woodland Avenue.

(g) Agendas - council agreed unanimously to continue sending them on paper and not electronically.

(h) Local Council Award Scheme - they postponed decision on whether to apply for this, some councillors thought it was a load of work for nothing.

8. Phone Mast at Chapelwood Enterprises

The council has received notification that Vodafone and Telfonica UK Limited want to create a single network grid, which will involve upgrading the Hartley mast so that it can provide 4G coverage. The council decided they were in favour and would raise no objections.

9. Volunteer litter picking in Gorse Wood

Someone has volunteered to do occasional litter picking in Gorse Wood, the clerk reported on the insurance and health and safety requirements.

(a) Sevenoaks Council - Cllr Abraham said the precept would rise 1.99% next year. The Commonwealth flag flew over the council buildings for Commonwealth Day.

5. Amenities and Open Spaces

The meeting of 12 February discussed the following:

(a) Manor Field - cricket fees for 2015 to rise by £50 to £1,070. The cricket club reminded the council of the problems of hot water in the showers. They had also received a request for a wedding party to use the car park while they went to a reception in London. Full council reversed 5-4 the recommendation of the committee to accept this. Mrs Vesey said she had voted against this in committee because of the risk of disturbance to local residents if people turn up late at night Cllr Alford agreed but said alternative of parking on the roadside was worse.

(b) Manor Field Pavilion - (i) Boiler - the council had been told that the problem of lack of hot water was caused by a faulty auto-ignition (cost £600), another contractor said there was a problem with carbon build up (cost £2,400). They agreed to fix the auto-ignition only. (ii) Unpaid hire costs - having spent £35 in court fees to collect a £56 debt and got nowhere, the council agreed to write the debt off. Cllr Alford said it was throwing good money after bad. (iii) Internal Redecoration - they had received 4 quotes from £690 to £2,519. They went with the cheapest.

(c) Trees - (i) They decided to spend up to £200 on a World War 1 commemorative cherry tree to be planted at Manor Field near Foxborough Wood. (ii) Risk assessments on the trees on council owned land is done every 18 months and the next one will be summer 2015. (iii) A hornbeam on Rectory Meadow leaning at an angle of 45 degrees has been felled at a cost of £300, the contractor recommended work on 3 more trees which they agreed to.

(d)Noticeboards - a new alumnium sign will cost £166, so they decide on a phased replacement, beginning with Billings Hill Shaw.

(e) Allotments - council agreed 9-0 to begin proceedings to evict owner of plot 38 for non payment of £12.95 rent.

6. Finance

The meeting of 25 February 2015 discussed the following

(a) Policy documents - they reviewed a number of policy documents: Internal Audit effectiveness, risk management, financial risk assessment, internal control statement, list of subscriptions and assets register.

(b) Insurance - they agreed the insurance schedule. Cllr Abraham said the quote was £234.23 pa with an excess of £250. They discussed whether they needed to add anything for the new play equipment at Woodland Avenue.

(c) Pension Liabilities - they discussed a potential liability arising from the Kent Pension Fund. They did not make provision for any liabilities because their national association said they shouldn't use current taxation to fund future liabilities.

8. Northfield

(a) Payments - of about £1,700 were approved including £1,021 for grass cutting, £153 for dog bin emptying from July to December and £215 for a new dog bin, £72 for data back up and £220 for 3 months of visual inspections.

(b) Maintenance - work to begin on pedestrian access and tree work in New House Shaw.

(c) Horse Riding - to open again at end of March. Mounting blocks to be erected at Church Road entrance.

9. Library Consultation

They discussed how to reply to Kent County Council's proposal to get a charitable trust to run the library service. Cllr Alford was against the idea of a trust but many others said it was inevitable believing a decision had already been taken. Cllr Vesey thought it might have a stabilising effect. Cllr Sewell said it was inevitable some libraries will close. He pointed out the library service has to change and that no-one would design it like it is if they were starting now. He thought New Ash Green library was unlikely to close after they had spent money on doing it up. There was general concern about the lack of detail in the consultation document.

10. Hartley Community Group

They had asked the council for help to run a fun day. Cllrs Oxtoby, Alford, Burns and Sewell all spoke against. Cllr Alford said they "weren't a strong group".

11. Payments

4. Adjournment

(a) Election 2015 - Mrs Oxtoby thanked the retiring councillors Coates, Glander and Horwood.

(b) Kent County Council - (i) Cllr Brazier said the council has started a new road repair programme costing £2m with no help from the government. Dr Roberts questioned the quality of repairs, the workmen know patching is a waste of time. Hartley Bottom Road was done like this in the summer and will need to be repaired again. Cllr Brazier said he would pass the concerns onto the officer. (ii) Stansted School - he said the decision this week will almost certainly be to close the school which has pupils from New Ash Green and Hartley. Only 7 are on the roll now. Cllr Burchell said only 9 years ago they had built a big extension. Cllr Brazier said it was an "enormous pity" and hoped they would take his word that everything has been done to save the school, but there is a presumption in law against small rural schools.

(c) Sevenoaks Council - Cllr Ramsay said they have discovered they own 4 maisonettes in Hartley on 999 year leases at a peppercorn rent, so they plan to give them to the leaseholders. He outlined a number of other asset sales, however the council have bought Suffolk House in Sevenoaks. They plan to build up a £26m portfolio to generate a £1.5m income per year at 6% return.

5. General Purposes

The meeting of 18 March discussed the following:

(a) Parish Office Lease - they agreed to spend about £600 on employing surveyors to deal with the rent review from 1.4.2011.

(b) Newsletters - as part of a review they are getting quotes for delivery.

(c) Youth - CXK have done no sessions since December 2014, but have now recruited a new team.

7. Northfield

The meeting of 16 March 2015 discussed the following

(a) Payments - of £230 were agreed including £75 for horse riding rout padlock.

(b) Barnett's Wood - a camp had been set up here, with trees felled and litter dumped. Wardens to be asked to clear up mess.

(c) Milestone School entrance - litter and cigarette butts there, committee rejected school's offer for a ash tray on their land, saying it should be on the school's land.

Annual Parish Meeting 15 May 2015

1. Present

Cllrs Mrs Oxtoby (chairman), Abraham, Alford, Mrs Bennett, Mrs Burns, Graeme, Ramsay, Sewell, Tremain, Vesey; Cllr Brazier (KCC), Cllr Gaywood (SDC), Gareth Johnson MP, and about 40 members of the public.

2. Emergency Planning

Kevin Tomsett of Sevenoaks Council outlined his work to produce a local emergency plan. They are responsible for humanitarian assistance. This might be due to bad weather, oil tankers, gas leaks or power outages. They can act before the event, for example by providing sandbags. They need local co-ordinators as liaison, to prevent their switchboard being flooded with calls.

Mrs Mayer said the local WI already has emergency helpers. Cllr Abraham said he was responsible for the parish council's imput and was not aware of this, Mr Tomsett said voluntary help is a massive part of the plan. Mr Gibbons and Mr Mayer asked whether they would cover traffic problems at Hoselands Hill which were identified in the Parish Plan and cause tremendous knock on effects. Mr Tomsett said it wasn't part of their brief, but Kent County Council can agree that they can close roads just on notification. Mr Glander suggested that might be better if government sorted out the root causes of e.g. flooding, rather than dealing with the aftermath.

3. Befriending Scheme

Jackie Thompson of the NW Kent Volunteer Centre, said the NW Kent Centre was a merger of Dartford, Gravesham and Swanley Volunteer centres in 2011. They act as a clearing house for volunteers, matching volunteers with suitable charities. There is a real need for help to allow people to remain in their homes. They offer discounted gardening, community transport to appointments etc and befriending. Befrienders usually go in about 1 hour a week, they mainly work with those with disabilities. They have 85 volunteers at present but there is a waiting list of 60 needing help, not in Hartley but there is a waiting list in New Ash Green.

4. Community Warden

Jackie West outlined her work - hearing clinic at wellfield, internet safety presentations at Hartley Primary School, providing intelligence to the police, project at Longfield School, rogue trader awareness and since 7 August 2014 the memory cafe at Wellfield. Roy Evison of the Kent Association of Local Councils was also present to present Ms West and Mrs Gannon a community award for voluntary work for the memory cafe. The work of the other helpers was also acknowledged.

5. Member of Parliament

Gareth Johnson said the result of the election was a surprise to him as much as anyone else, but will ensure certainty. One result is that the boundary review will now go ahead which will result in Hartley being moved to Gravesham constituency which he is not happy about.

On Darent Valley Hospital, he said they had added 100 extra parking spaces and a small multi-storey car park is planned to provide more.

He said the toll booths should be removed at the Dartford Crossing soon, but there are issues in getting large lorries to use the correct tunnel. Mr Senneck asked whether they are going to catch foreign non-payers, Mr Johnson said they do pay a fee to use British roads already. Mr Gibbons asked about progress on a new crossing. Mr Johnson said there were problems with both - Dartford with pollution, Gravesend with the loss of Shorne Woods. He favours the Gravesend option, but the Gravesham MP wants Dartford. Mr Mayer pointed out that aa Thurrock is bigger than Dartford, more people north of the Thames benefit from the local discount scheme, could it be extended to the remainder of the old Dartford Rural district? Mr Johnson said he had tried that in the case of Hartley but MPs for the Medway towns immediately asked for it for their areas too. Mr Glander said problems at the crossing have knock on effects on this area too.

6. Annual Report

See Cllrs Oxtoby and Ramsay presented the annual and finance reports respectively, mainly by reference to the published annual report. There were no questions but a member of the public thanked the clerks.

7. Kent County Council

David Brazier said the county council was moving towards being a "commissioning authority" which means they will provide less services directly. However the plans to outsource the library service to a charity are on hold at the moment because legally they cannot outsource civil registration without a change in the law.

Highways are already outsourced. He is concerned about the speed of traffic at Hoselands Hill and beyond the Black Lion. However the Highways Engineer says the road surface is not the problem. Hartley Bottom Road from Cuckolds Corner to Berry's Maple was resurfaced last week, and the northern part of the road to Longfield will be done so soon. Cllr Oxtoby thanked him for using some of his member's grant money to replace the bench on Hoselands Hill, some of the audience confirmed that the replacement was needed.

He felt that the change of minister for Communities would be beneficial, he thought that Mr Pickles was not a friend to local government.

8. Sevenoaks Council

The district councillors did not have much to report. Cllr Gaywood thought Mr Pickles had supported them when it came to planning. Cllr Abraham thanked Mr Ramsay, who had retired from the council.

9. General Questions

Hartley Wood - Mr Gibbons asked whether the council had taken over the small plots in the wood 12 years after they put up notices of their intent to do so. Cllr Ramsay said this was not enough to establish squatter's rights for the council.

Travellers - one audience member said they had heard a rumour that there were plans to set up caravans on plots in Ash Road. Cllr Abraham said they were keeping an eye on this, Cllr Oxtoby said the parish council has no powers in this area.

Parking - many expressed concerns about parking outside the dentists in Wellfield. Mrs Gannon said she had heard that bus drivers sometimes have to go into the surgery to ask people to move their cars. She said people are worried the bus company will not want to go that way if nothing is done. Another person said there were problems for delivery vans and emergency vehicles. Similar problems outside the RC Church and Round Ash Way were also mentioned. Mrs Philpott said people had to move their cars out early if they plan to leave at busy times when their drives might be blocked. The problem is not enforcing the double yellow lines at present. Cllr Ramsay said not everyone wants double yellow lines in their road. Cllr Vesey said she was informed by Kent County Council that they don't want yellow lines at Wellfield.

5. Adjournment

Sevenoaks District Council - Cllr Abraham said he was now a deputy cabinet member with responsibility to improve working between SDC and the parishes.

Church Road Pond - Dr Roberts reported the bollards are obscured by vegetation.

Land at Ash Road - another member of the public mentioned land recently sold near the Black Lion. They have heard rumours about it being used as a site for caravans. However Sevenoaks Council have said it is for grazing horses. Cllr Ramsay said people shouldn't believe the rumours.

6.Burial Grounds

The meeting of 4 June 2015 discussed:

(a) New Burial Ground at Manor Field - They have placed an order for a tarmac path at a cost of £15,600. They are also paying £25 a week for grass cutting. They now seek quotations for mapping the area and providing a lych gate.

(b) Existing burial ground - some owners told they can't have chippings or plastic flowers. They will be moving the memorial bench to provide more burial spaces.

(c) Old Garden of Remembrance - to be tidied up. At the council meeting this was welcomed by Mr Mayer. The council will allow a family to plant a Mahonia Japonica there.

No replies to the council's noticeboard advert for the contract for 1 year from 1 July 2015 so the council accepted the quotation of £8,442 from the current supplier T D Munday, an increase of 4.3%. Cllr Oxtoby said the work he did was good.

Bus Services - Cllr Brazier said that in future the 433 and 489 would only run every 2 hours.  Mr Mayer asked why the County Council did not allow the 433 to use the bus lane into Bluewater, Cllr Brazier said to send him the details.  .

New Ash Green Shopping Centre - Dr Roberts asked whether the council would support improvements to the centre there.  Cllr Vesey said they would if it didn't affect Hartley businesses.  Another councillor suggested converting many of the units into houses, as they would never be needed as shops again.

5. Amenities and Open Spaces

The meeting of 18 June 2015 discussed:

(a) Manor Field - the Cricket Club said they have had difficulties in raising a team for some friendly matches, council to advertise for new members.  Scouts are to be asked not to put food waste in the bins as it is attracting foxes. They also agreed to pay £360 to John Lindsey to rub down and repaint the football goal posts.  Other works include repairs to the roof of the storage container and £300 for Bruce Ballard to cut the hedge on the northern boundary.

(b) Longfield Hill - council approved 7-0 recommendation not to allow Costain to relocate badger sett from railway embankment to woodland adjoining, as they thought the badgers might damage the cricket square.  Council also approved 7 votes to 0 head of terms for a deed of easement relating to the railway embankment stabilisation works there..

(c) Manor Field Pavilion - they will pay £248 to Hartley Electrician for electrical works..

5. Cooption to the Council

The council has sought advice on whether they can legally coopt the applicant for the vacancy on the council. The National Association of Local Councils say that because they didn't coopt within 35 days, it is sometimes expected that they run with the vacancy until the next elections. However because Sevenoaks Council have said they don't mind them coopting even now, they are probably safe from legal challenge.

6. Amenities and Open Spaces

The meetings of 27 July and 1 September 2015 discussed 2 items regarding Manor Field:

(a) Manor Field (i) Football - Hartley de Sales asked for an additional 9 a side pitch to be marked out in blue within the pitch by Foxborough Wood. They have 6 teams playing this year. Committee recommended that council agree to this, and to allow the extra goalposts to be stored in the container. Also that in view of the extra pitch that the annual hire fee be increased by £300 to £1,800. (ii) Kick Kent - they recommended they be charged £175 to use the field and pavilion in August 2015 for 15 hours. (iii) Cricket - they raised issues with the club regarding the proposed memorial bench in memory of the late club chairman.

(b) Pavilion - there is a problem with the supply of gas to the boiler. Calor Gas to investigate.

(c) Future spending plans - they plan to spend £2,000 on new noticeboards. They appear to want to remove the play equipment at Longfield Hill, but improve the ones at Chantry Avenue.

(d) Longfield Hill - they have agreed with Network Rail about soil stabilisation nails and access to them. Costains have said the badger sett will be closed in the next 6-8 weeks and then they will start works there again shortly after.

(e) Hartley Wood - Southwark council will inspect the trees on their land. A fire has occurred on the old rubbish dump which is being investigated. They also appointed Mrs Oxtoby as the council's tree warden and donate £50 to the Tree Council.

(f) Gorse Wood - brushwood at the rear of the Lanterns has been cut down and chipped. West Kent Housing are running an anti-fly tipping campaign.

(g) Playgrounds - they decided to pay Barge Landscape Management Ltd £296 to do a number of minor repairs. They also paid Metrosigns £105 for a new noticeboard at Longfield Hill.

(h) Allotments - They recommend an increase of 5% from 1 October. Currently the smallest 42 sq m plot pays £8.64. There are 41 allotments, all filled, with a waiting list of 5.

(a) Sevenoaks Council - Cllrs Kelly and Abraham said they are aiming to survive with no government grant at all within 2 years. One of the means they mentioned is their plan to build a hotel on part of the station carpark at Sevenoaks, with the remainder being two tier.

(b) Paramount Resort - Dr Roberts asked if anyone on the council was monitoring developments as it will affect Hartley. Mrs Oxtoby said she had been to workshops on it and that it is not due to be completed until 2020.

5. General Purposes

The meeting of 16 September 2015 discussed the following:.

(a) Parish Office - Kent County Council are prepared to extend the lease, which expires on 31 March 2016 by another 5 years, provided there is an annual break clause and yearly rent reviews. Parish Council want 10 year lease with 5 year break clause and no rent review until 2021. They also realised that under the terms of the present lease they have to redecorate the office before March 2016 and so will seek quotations.

(b) Newsletter - they say there were problems with the hand delivered copies in September. They also considered using Twitter and Facebook more, and the clerks will attend a course on social media.

(c) St John's Lane and Wellfield - council wanted double yellow lines at the junction of both roads with Ash Road. They heard that because there have been no accidents involving personal injury at St John's Lane, they can't have them there, but there have been 3 such accidents in Wellfield, so KCC will consider their request. They considered a request to put up warning signage at the Ash Road/St John's Road junction to warn motorists about pedestrians, but thought they should walk round to the zebra crossing by the library. They met with the Highways Steward to request a crossing in Ash Road by Wellfield, but were told they would have to contribute towards it if they wanted it to go ahead.

(d) Buses - since the timetable changed the first 433 bus to the Hostpital does not leave until 11.26. They decided to pass on concerns to county councillor.

(e) Family Fun Days - Playplace attened twice in August at Woodland Avenue, 20 adults and 41 children attended. Sevenoaks Council and VAWK are to run another day on 28 October at Manor Field.

(f) Remembrance Sunday - Traffic Management Plan to close the road at 3pm approved and they thanked the WI for providing refreshments. They will also have poppy wreaths laid on the graves in France and Belgium of the WW1 men on the memorial.

Council also discussed the recommendation of the committee that Chapelwood Enterprises and the empty plots between houses in Ash Road could be included as future development sites. Cllr Abraham said he stood on a ticket to stop development and therefore voted against it in committee, he didn't think Sevenoaks Council meant to include greenbelt land. On the other hand Cllr Ramsay warned them that it might be better to nominate a few sites now, rather than have it imposed on less suitable sites. He cited the example of Stocks Farm. When put to the vote council rejected the recommendation by 7 votes to 3 with one abstention.

7. Woodland Avenue Playground

The team swing has been damaged by fire on 27th September. The damage will cost £3,600 to repair with £250 insurance excess to be paid by the council. Cllr Oxtoby said there was no point in not replacing it. Cllr Sewell asked whether there was an inflammable alternative, but was told there was not. Cllr Burchell said that as it has been damaged twice now, it should be replaced with an ordinary swing, he was sorry about that because he knew it was the most popular item of equipment. Cllr Oxtoby replied that it you took that view, nothing would ever be done. Cllr Abraham said the majority shouldn't suffer. The council also discussed the possiblity of CCTV and whether they would be allowed to do this on child protection grounds. Cllr Burns said more visible policing was needed. Cllr Oxtoby also reported that 60 trees had been cut down and a campsite and drugs found. Council voted 9-0 with 2 abstentions to replace the equipment.

7. Local Government Boundary Commission

The Commission has launched a supplementary review of Sevenoaks area for Kent County Council. An alternative proposal which makes Sevenoaks town one ward has been made which results in changes elsewhere. Cllr Abraham said the Commission have agreed this with Sevenoaks and think it is a good idea.

(a) Buses - Cllr Brazier said he had received complaints that bus passes can't be used on the 9.15 433 bus to the Hospital. He could finance the cost of Arriva allowing their use at £6,000 from his member grant but wary of open ended commitments and the grant scheme may be abolished anyway. Cllr Oxtoby said the parish council don't want to fund it either. Arriva get 90p per journey for bus passes. There have also been concerns raised about gaps in the timetable, Mr Mayer said there was no bus from Longfield to New Ash Green from 7.30 to 9.30 am when it was clear from the timetable that buses are running empty at that time to New Ash Green.

(b) Sevenoaks Council - Cllr Abraham said they had signed up to the Armed Forces Community Covenant.

(c) Empty Houses - Dr Roberts said there are several empty housss in Church Road, she felt homes should be for people to live in, not as "money boxes". Cllr Vesey said Sevenoaks had an empty homes officer.

(d) Rememberance - a vote of thanks was passed for the organisers of the event.

5. Amenities and Open Spaces

The meeting of 29 October 2015 discussed the following:

(a) Playgrounds - they are getting quotes for new gates after finger entrapment risks have been raised. They are looking at new play equipment at Chantry Avenue but don't want to spend any more at Longfield Hill. Fire damage at Woodland Avenue will mean a new swing and repairs to wet pour safety surfacing costing £2,675 will be required.

(b) Longfield Hill - UK Power Networks started on the new sub-station there on 19th October.

(c) Allotments - there was now no longer a waiting list and further 4 plots are vacant. To be advertised.
