Church Road runs for 1.6 miles through much of the length of Hartley. It is the ancient highway that took travellers up to the ancient All Saints' Church and Hartley Court, the old manor house of Hartley. This article deals with what can be characterised as the "rural" part of the road, running from St John's Lane to New Ash Green.
Hartley Court, Church Road
There is some query as to whether the road has always been called Church Road, as late as 1922 the district council were referring to the road as "Stocks Road", and the developers of the Payne and Trapps estate simply called it "Main Road". It is probable that like Castle Hill, the road had a number of unofficial names until Church Road was finally settled upon. Before the war the houses between Hartley Hill and the end of the road were said to be part of Hartley Hill, but after the war Church Road gradually took over.
Increasing urbanisation of the road after the first World War led to more traffic. In 1927-1929 the macadam surface was tarredfor the first time. Shortly after in 1930 Kent County Council applied for and got restrictions on which vehicles could use the road under the Roads Act 1920. Three years later road direction signs were added at the South End and Hartley Hill junctions. Work was done to mitigate the blind corners in 1933 but even so the council objected (unsuccessfully) in 1934 to the bus service going along Church Road, on the grounds that "Church Road, Hartley, was a narrow carriageway throughout, with many sharp bends, and that the service would be a danger to pedestrians and other traffic."
In 1962 Kent County Council decided to widen the road from the Ash Road junction to Stocks Hill and started acquiring the land to do so. It would be 10 years before the works were completed though. The Parish Council objected to the plans in 1966 because they claimed the widening proposed would spoil the rural aspect of Church Road. Nevertheless works began in 1968.
Stocks Farm, Church Road
Most of this section of the road is subject only to the national speed limit of 60mph. The irony being that the change from 30mph happens at the top of Stocks Hill, just as the road narrows. Originally Church Road was just subject to the national speed limit. Dartford RDC recommended a 30mph speed limit in 1935, but it was not until 1974 that this became a reality between Ash Road and Ardgowan/The Oakdene (London Gazette 1.2.1974).
As might be expected, a long stretch of road such as this cuts across a number of Hartley's ancient farms. In 1700 there were 8 buildings here, from north to south - Brickend, Stocks Farm, the original Rectory where Parsonage Cottages are today, All Saints' Church, Hartley Court, Hartley Hill Cottage, Goodwins Cottage, Whiffins Cottage and New House Farm. By 1900 the only ones added were the two New Hayes Cottages, for farm workers at New House Farm. Like much of Hartley, many more houses were built following the acquisition of Hartley Court and Hartley Manor by Small Owners Limited in 1912. As a result the predominant form of housing here is bungalows with large gardens. All of this part of Church Road is now in the green belt, which has acted as a brake on development (with the exception of New Ash Green which was allowed when the green belt was only proposed). It has prevented plans for residential development at Hartley Court in 1960, 1961, 1964, 1965 and 1966 for example.
