Green Way

Info > Places > D-G
Green Way was Hartley's first private housing post war developments, being built in 1955 on land owned by Percy Dennis of Clifton, 2A Green Way.  The exceptions are nos 2 and 4, which were built in 1966 by Vanguard Construction Ltd, but also on land belonging to Clifton.

The road is built on most of a single smallholding called Clifton.  In 1928 Percy William Dennis bought the 3¼ acres of land for £418.75 from Jane Foote Maxton, former company secretary and successor to Small Owners Limited.  Mr Dennis got permission for the bungalow in 1924 and the council inpsector reported that the bungalow was completed on 18 May 1925.

In 1949 Mr W O'Riordan obtained temporary planning permission to have a greyhound training track in the back garden of Mr Dennis's house.  He advertised in the Limerick Leader (1.1.1949) for greyhounds who could run 460-700 yards.  But already the council were looking to allow development because that was the reason they wouldn't give permanent planning permission.  When the permission came up for renewal in 1951 the council surveyed local residents, which found a small majority in favour of the business:

Licence renewed to 31/12/1951 for W O'Riordan (Planning Ref 49/363).   "....a letter was sent to 50 residents living in the vicinity of the  Clifton Kennels requesting their observations on the proposal.  So far,  26 replies have been received - 11 support the project, 2 support the  project providing it is kept on a temporary licence, 4 state the project  has not yet started as the track is incomplete and no mechanical hare  has been installed, and 9 are against the project.  The main objections  to
the proposal are: Dogs barking and whining (6); undesirable  characters frequent the area (2); site is too close to private property  and school, dogs get into private gardens (2), village green and  roadside is fouled by dogs when being exercised (1)."

Mr Dennis first applied for building in 1953.  HIs original plans were somewhat modest - then he wanted to build an estate road and 3 pairs of bungalows.  The council refused it because of the poor sight lines caused by the high holly hedge on the north side of the junction and the curve of Ash Road.  And at 300 feet, they felt the road junction was too close to that of Stack Lane, today the gap is 265 feet, so presumably this objection was not a serious one.  So Mr Dennis went back to the drawing board and came up with a plan acceptable to the council th following year, although the parish council had complained it was "contrary to the character of the village".

The bungalows were completed in 1955 and one of them sold for £2,250.

The road surface is concrete, a material used for a number of Hartley's roads in the 1950s and 1960s.

Explanation:
1. Date of Construction is sometimes approximate.
2. Plot histories include the ancient farms and fields with the earliest known  date, also the name of the smallholding sold by   Smallowners Limited at the beginning of the 20th century.
3. Planning Permissions include the reference number, so more details can be seen at Sevenoaks Council.
4. Before Council Tax the tax on residential property was called  the rates.  The registers for 1956, 1963 and 1972 are  held at Sevenoaks Council.  The rateable value given is the gross estimated rental value of the property, that is how much  the Valuation Office  thought people would pay to rent it for a year, the  rates were  actually calculated on a lower value after certain statutory  allowances were made.  For some reason the 1956 register contains  the rateable value for the  properties as it would  have been in  1939.
5. Council  tax is based on what the Valuation Office  thought the property would have sold for in 1993.  It is divided  into 8 value bands.
